Added: Apr 27, 2012 2:36 pm The U.S. Department of Homeland Security (DHS)/FEMA, National Emergency Training Center (NETC), located in Emmitsburg, Maryland has a requirement for course development/revision services and products in support of the Emergency Management Institute (EMI) and National Fire Academy (NFA) Training and Education Activities. This requirement will be set aside 100% for SBA Certified 8(a) business concerns. The NAICS code for this procurement is 611710, Educational Services, with a size standard of $7.0 million [average annual receipts for tee preceding fiscal years]. Award of multiple Hybrid, Fixed-Price/Time and Materials, Indefinite Quantity Indefinite Delivery (IDIQ) contracts with a 5-year ordering period is anticipated. The Request for Proposal (RFP) package will be available only on the FEDBIZOPPS website at http://www.fedbizopps.gov. Prospective offerors are responsible for registering with FEDBIZOPPS and downloading the RFP, its attachments, and any subsequent amendments to the solicitation. The RFP will be available for downloading on or about 15 days after publication of this pre-solicitation announcement. No hardcopy RFP package, attachments, or amendments to the RFP will be mailed out from this office. Questions with regard to this package will be addressed via amendment(s) after the due date set forth in the actual RFP package (or subsequent amendment(s)) for receipt of questions has passed. Proposals will be due 30 days from the release date of the RFP package to FEDBIZOPPS. DHS/FEMA posts all required notices of its contracting opportunities on the FEDBIZOPPS website. Potential offerors who download copies of solicitations may register at the FEDBIZOPPS website to automatically receive email notification concerning issued amendments to the applicable solicitation package. Registration is optional; however, if you register for the solicitation, you will receive a courtesy email from FEDBIZOPPS notifying you of all amendments to the solicitation, all of which will be posted to the website. Registration does not release offerors from the responsibility of checking the FEDBIZOPPS website for solicitation amendments. The primary services to be performed under this requirement are development of new courses, revision of existing courses, and reformatting of existing courses into alternative media such as web-publishing, CD-ROM, and DVD publishing and publishing of courses/curriculum in other digital formats. The training materials developed under this requirement are used to train first responders in the firefighting and emergency response/emergency management arenas toughout the nation. Work will be performed mainly at the contractors' locales with some work such as, but not limited to, Curriculum Advisory Committee Meetings, Needs Analysis Meetings, and pilot course deliveries may be performed at the National Emergency Training Center, Emmitsburg, Maryland.
