Added: Apr 02, 2008 1:34 pm SYNOPSISTRICARE CLAIMS AUDIT REVIEW SERVICESThe posting of this synopsis is to notify interested parties of the upcoming solicitation for commercial items prepared in accordance with Under Secretary of Defense (USD) Acquisition, Technology and Logistics (AT&L) Memorandum Subject: Acquisition of Services, 2 October 2006, Federal Acquisition Regulation (FAR Part 17, Defense Federal Acquisition Regulation Supplement (DFARS) Part 207, DFARS Procedures, Guidance and Information (PGI) 7.1, Tricare Acquisition Manual (TAM) 7.105, FAR Part 15, DFARS 215.3, PGI 15.3, TAM 15.3, and TRICARE Acquisition Practice (TAP) 07-01. The solicitation will be issued as a Request for Proposal (RFP). The solicitation will be posted April 15, 2008 and the RFP will be accessible in the solicitation posting. There will be a cut-off to questions and answers regarding the solicitation requirements effective April 30, 2008. Responses to the RFP will be expected no later than June 16, 2008. The Government will select the proposal that is evaluated given the technical factors inclusive of performance history and the lowest price. The contract action will result in a Firm Fixed Price Requirements contract. The selected Contractor shall be registered in the Central Contractor Registration (www.ccr.gov) before award can be made.TRICARE requires the following:IntroductionTRICARE is the name of the Department of Defense's managed health c are program for active duty military, active duty service families, retirees and their families, and other beneficiaries. For more information about TRICARE, please feel free to visit: http://www.tricare.osd.mil.BackgroundThis acquisition is for a follow-on contract to support audit review requirements of TRICARE contractor's claims adjudication and processing procedures. This contract will assist and provide information for the Office of the Assistant Secretary of Defense for Health Affairs (OASD-HA), TRICARE Management Activity (TMA), the Uniformed Services, and the TRICARE Regional Offices in determining the accuracy of claim payment and payment record coding by the TRICARE contractors. Acquiring these services is critical towards the Government's oversight efforts of the Managed Care Support (MCS), TRICARE Dual Eligible Fiscal Intermediary Contract (TDEFIC), Active Duty Dental Contract (ADDP), TRICARE Overseas Program (TOP), and the TRICARE Pharmacy (TPHARM), which consolidates the TNEX TRICARE Mail Order Pharmacy (TMOP) and the TRICARE Retail Pharmacy (TRRx) contracts. The estimated value for this acquisition is approximately $25 million and due to the non-complex nature of this action, a lowest price technically acceptable source selection process will be used as in the previous manner that the current contract was acquired.This contract will:a. Provide an independent, impartial audit of healthcare claims.b. Measure and report the accuracy of claims payment and payment record coding for health care claims processed by MCS, TDEFIC, ADDP, TPHARM, and the TOP contractors and provide insight for targeting quality improvement activities and information.c. Provide comprehensive and timely reviews that are consistent with all TRICARE requirements, reflecting high quality work for all work assigned.d. Technical and Contractual History: The solicitation performance requirements are not significantly different from the current contract. The acquisition is for a fixed price contract, for a total performance period made up of a base period and five one year options.
