SOURCES SOUGHT ANNOUNCEMENT ONLY: The United States Army Special Operations Command (USASOC) - Contracting Office, located at Fort Bragg, North Carolina, is conducting market research to determine the existence of interested small business sources capable of providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Psychological Assessment Support. The requirement is in support of the USASOC Directorate of Psychological Applications (DPA) in support of the Army Special Operations Forces (ARSOF). The required services include, but are not limited to, support for personnel assessment, selection, training and development processes, as specified in the attached DRAFT Performance Work Statement (Reference Number: H92239-20-R-0005) can be downloaded from the Federal Business Opportunities (FBO) website, please access the ”ALL FILES” field and click on the hyperlink “DRAFTPWS” PDF file. This is not a Request for Proposals, but instead a market research method to determine interested sources prior to issuing the solicitation. The anticipated period of performance is a one (1) year base period plus four (4) one-year option periods. The purpose of this Sources Sought Notice is to obtain an indication of interest from the small business community, and obtain voluntary limited capability information of those interested sources. A determination by the Government on the method of competing this requirement has not been made. Based upon information currently available, the Government anticipates fulfilling this requirement tough a small business set-aside. The Government will not award a contract based on this Sources Sought Notice, the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary. This is not a Request for technical/management proposals. If you are an interested source and capable of fulfilling this entire requirement, please provide the following: 1) Company name and Point of Contact; 2) DUNS number and CAGE code; 3) Socioeconomic Status (to include 8(a), HUBZone, SDVOSB, etc.), if applicable; 4) Security Clearance Level; and 5) A brief Statement of Capability (no more than 10 pages); which responds to the following questions, demonstrates the ability to meet the requirements specified in the PWS, and includes any Past Performance information on Government contracts of similar size and scope within the past tee (3) years. 1. The United States Army Special Operations Command (USASOC) has a requirement for the Psychological Assessment Support Services for the Directorate of Psychological Applications (DPA). The anticipated period of performance includes a 30-day phase in, 11-month base period with four (4) one-year ordering periods. The work to be performed under this contract shall be accomplished at Fort Bragg, NC, Fort Campbell, KY, Joint Base Lewis McChord, WA, Fort Benning, GA, Hunter Army Airfield, GA, Camp Merrill, GA, Richmond, VA, Fort A.P. Hill, VA, Virginia Beach, VA, Elgin Air Force Base, FL, Fort Carson, CO and other CONUS locations. The contract type will be an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with Firm Fixed Price (FFP) task orders. The Contractor shall provide non-personal services necessary to perform psychological services in support of the Army Special Operations Forces (ARSOF). These services shall be conducted in support of and in coordination with major command elements and USASOC subordinate units. In addition, the Contractor may also provide psychological services in support of and in coordination with other United States Special Operations Command (USSOCOM) components, to include, but not limited to the Naval Special Warfare Command (NAVSPECWARCOM). The Contractor shall perform in accordance with (IAW) the terms and conditions of the contract and consistently with the established standards in the Performance Work Statement. The applicable NAICS code for this requirement is 621330 “Offices of Mental Health Practitioners (except Physicians)", with a small business size standard of $8 million. This requirement is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. This is a Best Value Trade-Off evaluation conducted in accordance with Federal Acquisition Regulation (FAR) 15, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Special Operations Federal Acquisition Regulation Supplement (SOFARS).
