The United States Special Operations Command (USSOCOM), Special Operation Forces (SOF), Acquisition Technology and Logistics (AT&L), Directorate of Procurement, hereby provides notice of its intent to award a sole source contract under the authority of FAR 6.302-1 to General Dynamics Ordnance and Tactical Systems (GD-OTS) in St. Petersburg, FL. Only one responsible source and no other supplies or services will satisfy the Government's requirements to provide a Ground Mobility Vehicle (GMV) 1.1, which is a CH-47 internally transportable combat vehicle that can be employed during a wide range of lethal and non-lethal special operations missions. This vehicle currently achieves a low risk in system survivability, system level maturity, manufacture, supportability and life cycle cost. The required effort includes the associated Program and Data Management; Government Furnished Property; Meeting and Reviews; System Engineering; Open Architecture; Information Assurance; Producibility; Testing and Verification; Environment, Safety, and Occupational Health; Configuration Management; Engineering Drawings; Item Unique Identification; Diminishing Manufacturing Sources and Material Shortages; Integrated Logistics Support; Maintenance Planning; Supply Support; Power; Technical Publications; Support Equipment; Manpower, Personnel, and Training; Packaging, Handling, Storage and Transportation; Transportability; and Contractor Performance Measurement. NAICS: 336112 - Manufacturing complete light trucks and utility vehicles (i.e., body and chassis) or Manufacturing light truck and utility vehicle chassis only. Vehicles made include light duty vans, pick-up trucks, minivans, and sport utility vehicles. PSC: 2355 Combat, Assault, and Tactical Vehicles, Wheeled. This requirement will provide one (1) year of additional production capability and more than eight (8) different vehicle configuration kits. It will also provide up to two (2) years of production support for engineering changes based on testing, user input and other sources along with transportation. This is not an all-inclusive list. Companies must have access, and the ability to perform work in a facility and with personnel cleared at the Secret classification level, at minimum. Companies shall have the capability to start full production on all requested items, with vehicle deliveries starting at a quantity of twenty per month no later than 31 March 2021. All responsible sources may submit a capability statement or an exception to the Government’s intent to purchase on a sole source basis, which shall be considered by the Government if received within sixteen (16) calendar days of this notice. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Special Operations Command (SOCOM) will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE GROUND MOBILITY VEHICLE (GMV) 1.1 in the subject line. All documents submitted, will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contracting Officer, Mr. Michael F. The capability documentation should include general information from facilities in the immediate area and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements. Added: Jul 21, 2014 4:03 pm The United States Special Operations Command (USSOCOM) Directorate of Procurement is increasing the value of the Ground Mobility Vehicle version 1.1 (GMV 1.1) contract, H92222-13-D-0013, under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source, which was awarded on 23 August 2013 to General Dynamics Ordnance and Tactical Systems (GDOTS). An increase of approximately $176,100.00 is anticipated and will increase the quantity of Armor B-Kit Prototype for production qualification testing from 3 to 6. The increase will result in an estimated contract value of $564.5M. This increase is required in order to test the armor itself as well as the armor applied to the vehicle, conduct Production Qualification Testing (PQT) at multiple test sites, run the necessary test miles and events, and be able to remain on program schedule to meet the required delivery schedule of the production vehicles. Substitution of these items with incompatible products would void test results utilized for safety release and fielding to Special Operations Forces. The pursuit of full and open competition would result in unacceptable delays and substantial duplicate costs. Added: Jan 02, 2014 10:35 am The United States Special Operations Command (USSOCOM) Directorate of Procurement is increasing the value of the Ground Mobility Vehicle (GMV) version 1.1 contract, H92222-13-D-0013, under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source, which was awarded on 23 August 2013 to General Dynamics Ordnance and Tactical Systems (GDOTS). An increase of approximately $1.4M is anticipated in order to enable Production Qualification Testing (PQT). The increase will result in an estimated contract value of $564M and will apply to the following requirements:• Prototype Vehicles - increase maximum qty from 7 to 9;• C4ISR Material/Integration for Prototype Vehicle - increase maximum qty from 7 to 9;• Surrogate Armor Kit - increase maximum qty from 1 to 3; and • Conduct pre-Critical Design Review (CDR) vehicle test.This increase is required in order to conduct PQT at multiple test sites, run the necessary test miles and events, and be able to remain on program schedule to meet the required delivery schedule of the production vehicles. Additionally, the ability to conduct a pre-CDR vehicle test is required in order to lower Government risk prior to locking down the configuration in the CDR. Substitution of these items with incompatible products would void test results utilized for safety release and fielding to Special Operations Forces. The pursuit of full and open competition would result in unacceptable delays and substantial duplicate costs.
