Description

The federal railroad administration (FRA) requires contractor support for various tasks associated with program management for financial assistance programs administered by the office of passenger and freight programs (RPD-10). From FY09-FY12, RPD-10 s programs have been appropriated nearly $19 billion to fund passenger and freight rail projects and planning studies. The funds are currently administered through more than ten grant programs and one loan program. RPD-10 administers its programs through a matrix organization that involves all six of its divisions, as well as other offices within FRA and consultant support services. The matrix organization consists of multi-disciplinary teams (called regional teams) responsible for delivery and monitoring of geographically based project portfolios (which include both grants and loans across all RPD-10 administered programs). RPD-10 has also begun developing more robust policies, tools and procedures to integrate, standardize and streamline its management of the programs. Significant effort has been placed into developing the high-speed intercity passenger rail (hsipr) program and enhancing the railroad rehabilitation and improvement financing (rrif) program. RPD-10 s next priority is improving the management and administration of the remaining grant programs, continuing with enhancements to the rrif program and improving overall integration of all financial assistance programs.
