Description

Environmental assessment of saline valley. This scope of services directs the contractor to prepare an environmental assessment (EA) and a gravel management plan for approximately six (6) chosen gravel material sites (borrow pits) located along the saline valley road road at death valley national park (hereafter referred to as the park). These material sites are proposed for use by inyo county but are within the boundaries of death valley national park. The park will designate which borrow sites will be studied further under this scope of services document. The gravel management plan will be developed as a separate document that incorporates the findings of the EA by reference. If the park determines that the proposed action alternative may affect federally listed species, the contractor would be responsible for preparation of a biological assessment and fulfillment of section 7 consultation requirements. Consultation would be completed prior to completion of the final fonsi. The work generally consists of preparing a draft EA and draft gravel management plan for three (3) internal national park service (NPS) reviews; making appropriate revisions to the EA and in response to NPS review comments; preparing and submitting the final EA (with the proposed gravel management plan included as an appendix) document; printing and distributing internal drafts, the final public review draft EA, and final gravel management plan; and preparing the appropriate decision document (finding of no significant impact [fonsi] or notice of intent [NOI]). IT is anticipated this effort will result in a fonsi. If an NOI is needed, a sample will be provided.
