About this award

This task order, valued at $536,471.38, was awarded to Tetra Tech, Inc. under the General Services Administration (GSA) Professional Services Schedule (PSS) contract vehicle. The purpose is to acquire contractor technical services to assist the U.S. Coast Guard (USCG) with compliance under the National Environmental Policy Act (NEPA) and other environmental regulations for USCG rulemakings related to the transportation and storage of liquid cargo in U.S. navigable waters. The objective is to identify the minimum concentration and volume thresholds under a "worst-case" scenario that could result in potential adverse impacts to public health and the environment. This will help the USCG determine appropriate regulatory bounds to avoid or minimize significant impacts from potential spill incidents involving toxic liquid cargo. The contract has no set-aside designation and runs through December 28, 2018.

Description

The purpose of this task order is to acquire contractor technical services to assist USCG in its compliance with nepa and other environmental rules and regulations, as required for USCG rulemakings related to transportation and/or storage of liquid cargo in the navigable waters of the U.S. The objective of these analyses is to identify the minimum concentration and volume threshold, under the %U201CWORST case%U201D scenario, that would result in potential adverse impacts to public health and the environment (via receptor populations therein). This would assist the USCG in determining conservative bounds for transportation/storage of potentially toxic cargo-related rulemakings that would avoid, or minimize to non-significant, potential impacts to public health and the environment. The USCG believes that such high-information analyses would benefit complicated environmental analyses by providing context to determine the threshold for potential significant, as opposed to non-significant, adverse impacts in the event of a worst-case spill incident of potentially toxic liquid cargo in a major U.S. Waterway. This allows the USCG to better communicate to the public any potential risks related to such rulemakings. IT also allows the USCG to clearly communicate why such a rulemaking may not pose any risk to public health or the environment.
