About this award

The Department of Transportation Federal Aviation Administration (FAA) awarded a $2,989,677.29 firm-fixed-price delivery order to Schneider Electric Buildings Critical Systems, Inc., a foreign-owned for-profit company, to replace legacy direct digital control systems (DDCS) at Air Route Traffic Control Center (ARTCC) facilities. This order is part of a larger effort to upgrade the building automation systems at ARTCC sites to a BACnet-compliant, open architecture solution. The replacement of the aging DDCS controllers was initially planned as part of the Control Wing Basement, Chiller, Cooling Tower, Boiler, and Major Mechanical (CWB/MMS) project, with the remaining legacy systems to be addressed in a subsequent phase. The contract does not use a set-aside designation. Schneider Electric has a history of providing building management and electronic security systems to various federal agencies through indefinite delivery vehicles such as the Utility Monitoring and Control Systems Fifth Generation (UMCS-V) contract.

Description

Description of change: direct digital control systems (ddcs) controllers have been installed in all of the artcc facilities as part of various modernization projects over the last 20 years and are nearing the end of their useful life. IT has become difficult to procure replacement parts to keep existing systems operational. Future enhancements, expansion and maintenance of the legacy systems will become more problematic. Additionally, due to the nature of the controls systems at the time of the original installation, each control system utilized proprietary technology, so facilities are locked into a sole source arrangement with the specific vendors system. The controls industry has made significant improvements to provide for more open architecture standards for communication of control systems and components. The enroute facilities and building system (efabs) product team has approved the complete replacement of the legacy systems at each artcc with a bacnet compliant, open architecture system. Bacnet is the standard developed by ashrae (american society of heating, refrigerating and air-conditioning engineers). A portion of the direct digital control systems (ddcs) controllers are scheduled to be replaced under the control wing basement, chiller, cooling tower, boiler, and major mechanical project, with a bacnet system. The remaining legacy direct digital control systems (ddcs) controllers will need to replaced as part of a phase 2 approach to replacing the controls with the same bacnet system used under the CWB/MMS project.
