Description
USAID/morocco plans to conduct an evaluation of an interagency program to be launched in mid 2010 aimed at lowering recidivism rates among youth in prisons and preventing the recruitment of at-risk, marginalized youth into radical groups. As this program is in a sensitive and new area of intervention, the methodology for monitoring and evaluating project activities and impacts is in its nascent stages and will require innovative approaches. Therefore, the evaluation of the program will be undertaken in three phases: 1) indicator selection and planning of future evaluation; 2) on-going support in data collection and monitoring and, 3) final summative evaluation. The purpose of starting the evaluation process at the beginning of the program is to include the evaluation team in the development of appropriate indicators and baselines in order to facilitate the final evaluation of the program. The evaluation of the program is a requirement by the authority under which the interagency program was funded and will be used to inform the future focus of activities
