Description

A new task order is being developed and will be awarded before the end of FY 2014 to conduct performance evaluations of several BFS mechanisms: modernizing extension and advisory services, african cocoa initiative, resakss analysis and capacity building, solutions for african food enterprises (safe), and FTF partnering for innovation. The task order will include options for conducting other BFS performance evaluations if need arises. The task order will support three types of performance evaluations: 1. Project final PE plus sector review: a project-level PE that involves evaluating the performance of one or more implementing mechanisms and assessing the availability and approaches of mission and other existing activities and unmet needs at a sector-level (e.g. fertilizer or extension) to inform design of a new BFS centrally-managed project or activity. (meas) 2. Activity final PE: an implementing mechanism-level end of activity PE that involves evaluating the performance of the mechanism for lessons learned and to inform the design of follow-on. (african cocoa foundation, resakss, safe) 3. Activity midterm PE: an implementing mechanism-level mid-term PE that is focused on implementation progress and process for mid-course corrections and improvements. (partnering for innovation)
