This announcement constitutes a synopsis. This is not a Request for Proposal (RFP) or an invitation for Bid (IFB), nor is it to be construed as a commitment by the government. The Department of Homeland Security, Office of Acquisition Management intends to award a 5 Year IDIQ (Indefinite Delivery, Indefinite Quantity) contract (plus the option to extend services 6 months). The proposed period of performance is 01 July 2017 to 30 June 2018 (Base). This requirement is being set-aside 100% for Small Businesses (SB). The contractor shall provide quality Medical, Psychological, Fitness and Drug Testing Services for DHS's Immigration and Customs Enforcement (ICE) personnel. Pre-Employment medical services include applicant medical, fitness and drug testing in accordance with U.S. Department of Health and Human Services (HHS) regulations. Post-Employment medical services include the following: support for the Drug Free Federal Workplace Program, Independent Medical Examinations and Ancillary Testing. Potential deliveries of services include all 50 US states, plus locations in Puerto Rico, the Virgin Islands, and the Mariana Islands to include Guam. (see PWS). The applicable North American Industry Classification System (NAICS) code is 621498 with a small business size standard of $20.5M. This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Hubzone, 8(a), small, small disadvantage, service disabled veteran owned small business, etc.) relative to NAICS 621999, Ambulatory Health Care Services (size standard of $15 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FedBizOpps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.The Department of Homeland Security, Immigration and Customs Enforcement, Office of Human Capital is seeking potential Contractors capable of performing all functions within the "Draft" Statement of Work for Medical, Psychological, Fitness and Drug Testing Services. Performance will take place in various locations and dates throughout a five year period.HISTORICAL DATA Pre-employment medical exams (April 2015 - July 2016) - 1,247 Pre-employment drug testing (April 2015 - July 2016) - 1,755 Pre-employment fitness testing (April 2015 - July 2016) - 1,310Random drug tests (FY 16) - 1,608Independent Medical Exams (FY 16) - 5Contractors with the expertise to successfully perform the requirements outlined in the "Draft" Statement of Work attached are encouraged to submit a capability statement.If you are interested, and are capable of performing at the magnitude stated above under "Historical Data", then please provide the requested information as indicated below (not to exceed five (5) pages):(1) Positive statement of intent to bid/submit proposal as a prime contractor;(2) A completed and signed Sources Sought Information Request Form (attached); and(3) A listing of service contracts (minimum 3 references) completed during the past three years, both for government and private industry (type of project, dollar value, contract number, location, and Point of Contact are to be included).
