Commercial Ground Shuttle Charter Service at the FAA, William J. Hughes Technical Center for Advanced Aerospace, Atlantic City International Airport, New Jersey and Headquarters, 800 Independence Avenue SW, Washington, District of Columbia
The Federal Aviation Administration issued a market survey on May 28, 2026, with responses due June 4, 2026, to identify vendors capable of providing two round-trip ground shuttle charter services operating between the William J. Hughes Technical Center at Atlantic City International Airport, New Jersey and Department of Transportation Headquarters in Washington, D.C., with designated stops in between. The FAA Center Operations Division is conducting this survey under its Acquisition Management System Policy to assess whether adequate competition exists, including potential small business set-aside eligibility; all responses are for informational purposes only and do not constitute a commitment to procure. Services require twice-weekly motorcoach transportation on Tuesday, Wednesday, and Thursday (excluding federal holidays and specified blackout periods in July, November, and December), with vehicles maintaining a minimum 38-passenger capacity and compliance with DOT and FMCSA regulations including air conditioning, heating, Wi-Fi, and restroom facilities. Drivers must hold a valid Commercial Driver's License with passenger endorsement, meet FMCSA requirements, and possess Real ID, passport, or TWIC credentials. The contractor bears responsibility for vehicle maintenance, tolls, parking fees, and providing backup vehicles within one hour if the primary vehicle becomes disabled. The potential contract consists of a four-month base period with two four-month option periods, totaling twelve months; the FAA reserves the right to cancel scheduled services with 24-hour notice and may require additional services with 72-hour notice.
