Grand Jury and Deposition Court Reporting Services for the United States Attorney's Office (USAO), District of South Dakota
The Executive Office for United States Attorneys, on behalf of the United States Attorney's Office, District of South Dakota, seeks a Multiple Award IDIQ contract for grand jury and deposition court reporting services, with quotes due August 24, 2026, at 4:00 p.m. EST. This is a 100% small business set-aside restricted to firms meeting the NAICS 561492 size standard of $19 million in average annual receipts; questions are due August 17, 2026.
Place of performance is Sioux Falls, South Dakota, with grand jury proceedings conducted at the United States Court House (400 S Phillips Ave, RM 124B) and depositions at the USAO office (325 S First Ave Suite 300). The contract runs from September 30, 2026, through September 29, 2031 (one base year plus four one-year option periods), with time-and-materials pricing on fixed unit rates. The government anticipates one to two awards. Minimum staffing is one court reporter per location; a maximum of five court reporters will be cleared for security. Historically, the District conducts approximately 12 grand jury panels annually (first Thursday of each month, about 6 hours each) and 10 depositions annually (approximately 2 hours each).
All Grand Jury Court Reporters require a Tier 4 Grand Jury Security clearance. Contractors must comply with DOJ security requirements including background investigations completed within five years, secure storage and handling of grand jury materials, restricted IT access, and incident reporting. For depositions, the contractor must be a duly authorized notary and comply with Federal Rules of Civil Procedure Rules 28 and 30. Services include regular (10-day), intermediate (5-day), daily (next-day), and expedited (same-day) transcripts, with separate pricing for each. A minimum $3,000 dollar guarantee applies to the base period only.
Evaluation weights technical capability and past performance (combined significantly more important than price). Past performance references must be from similar work completed within three years. Service Contract Labor Standards Act applies under Wage Determination 2015-5369. Offerors must be registered in SAM at submission and maintain registration throughout performance. Submission is via email only to Spencer Kroner (spencer.kroner@usdoj.gov).
