Enterprise Facilities Operation and Maintenance (EFOM)
The Department of Justice Federal Bureau of Investigation (FBI) Headquarters Division is seeking to procure Enterprise Facilities Operation and Maintenance (EFOM) services through a pre-solicitation notice. The contractor will be required to provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform facilities operations and maintenance at various FBI-operated leased and/or owned sites around the United States. Key requirements include the need for licensed personnel in mechanical, electrical, plumbing, building controls, carpentry, logistics, and critical support equipment trades to provide operations, monitoring, repair, and alteration of facilities and facility systems, including support for secure mission critical Tier 3 enterprise data centers, mission critical operations centers, and central utility plants that require 24/7/365 staffing.
The procurement will be a partial small business set-aside, and the FBI anticipates using an indefinite-delivery, indefinite-quantity (IDIQ) contract structure with a 5-year period of performance. The solicitation has not yet been released, and all documents will be posted when it becomes available. The anticipated benefits of the consolidated EFOM requirement include streamlining the procurement process, achieving cost savings, and ensuring consistent terms and conditions across the FBI's facilities operations and maintenance needs.

The Federal Bureau of Investigation (FBI) is seeking to establish multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for Enterprise Facilities Operation and Maintenance (EFOM) services. The contractor shall provide skilled professional facility operations and maintenance services, including licensed personnel in mechanical, electrical, plumbing, building controls, carpentry, logistics, and critical support equipment trades, to perform operations, monitoring, repair, and alteration of FBI-operated facilities and systems. Some locations have secure mission critical Tier 3 data centers and operations centers that require 24/7/365 staffing. The contract will utilize a hybrid pricing structure of Fixed Price Award Fee, Firm Fixed Price, Labor Hour, and Cost Reimbursable line items. Proposals are due by September 23, 2024, and the government plans to make multiple awards under this $400M IDIQ contract vehicle.
This procurement is being conducted as a partial small business set-aside. The work will be performed at various FBI-operated leased and owned sites across the United States, including the National Capital Region, Pocatello, Huntsville, and Clarksburg. Access to the Terrorist Screening Center (TSC) Seed Task Order is restricted to vendors that hold an active Top Secret Facilities Clearance.
