The Department of Agriculture Animal and Plant Health Inspection Service seeks Asian Longhorned Beetle (ALB) tree removal, host material deregulation, and landscape restoration services in Hollywood and Mount Pleasant, South Carolina, with proposals due August 12 at 2:00 p.m. Central Time. Work on public and private properties requires prior coordination with property owners. Contractors must hold South Carolina pesticide licenses and employ or retain an ISA-certified arborist. The contract ceiling is $19,500,000 with a minimum guarantee of $25,000 over the performance period. Pricing is fixed-price per Contract Line Item covering tree removal by acre (differentiated by density and diameter at breast height), individual tree removal by size category, stump grinding, fence replacement, debris pickup, crane and watercraft rentals, and railroad flagging services. All costs including equipment, permits, and mobilization must be incorporated into unit pricing. Large business offerors exceeding $750,000 in subcontracting must submit a Small Business Subcontracting Plan with goals of 20% small business, 5% small disadvantaged business, 5% women-owned small business, 3% HUBZone small business, and 3% service-disabled veteran-owned small business. Award will be made on an all-or-none basis using best value, with non-price factors (project management, technical capability, and past performance) significantly more important than price.
