The Air Force Research Laboratory seeks white papers and proposals through a two-step process to perform research and development, modeling, simulation, fabrication, experimentation, testing, demonstration, prototyping, and analysis related to space-flight systems, with a proposal due date of March 25, 2030. This is an Open Advanced Research Announcement under 10 U.S.C. 4023, with no set-aside restriction; the solicitation is open to businesses of all sizes.
Place of performance encompasses all aspects of space-flight systems work including space flight, on-orbit servicing, debris management, controlled reentry, ground systems, communications, command and control, advanced spacecraft manufacturing, and space system user equipment. Estimated award values range from $50,000 to $100,000,000, with multiple awards anticipated. No required cost sharing applies. Contract types may include Cost-Plus-Fixed Fee, Cost Contracts, Firm Fixed Price, Other Transactions under 10 U.S.C. 4023, or Technology Investment Agreements. Contractor employees requiring base access must be U.S. citizens unless approved by DoD or State Department. The Air Force Research Laboratory is soliciting proposals to develop an E region climatology model and ionospheric power propagation model. The models aim to improve understanding of sporadic E occurrence and morphology for incorporation into regional and global ionospheric models. Proposals must address the objectives in the attached Statement of Work and include a technical approach meeting all requirements. Proposals will be evaluated based on overall scientific and technical merit, importance to the program, and available funding. Proposals are due by July 7, 2023.
