The Department of Veterans Affairs, Network Contracting Office 15, announced its intent to award a sole source contract to Innovation Associates, Inc. (dba iA), a Large Business, for service and support of the Automated Prescription Fulfillment System (APFS) at the Consolidated Mail Outpatient Pharmacy in Charleston, with a response deadline of June 30, 2026, at 2:00 PM Central Time. This is not a competitive solicitation; the VA intends to negotiate directly with iA as the original equipment manufacturer and sole owner of the APFS's proprietary hardware, software, firmware, and diagnostic tools.
The contract will cover 24/7 emergency technical support, software and hardware support, spare parts and repair material authorization services, preventative maintenance, and on-site support from three iA System Managers. The APFS is a custom-engineered integrated system combining robotics, labeling, scanning, and automated dispensing subsystems that processes approximately 90 percent of all prescriptions for Veteran patients at Charleston CMOP and cannot be serviced or maintained by third-party vendors. The VA justifies the sole source award on the basis that only iA possesses the proprietary information, authorized parts, subject matter expertise, and diagnostic tools necessary to maintain system integrity, accuracy, and compliance with healthcare, safety, and cybersecurity standards. The contract will be structured as a Firm Fixed-Price award for one year plus four option years. The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 15, has awarded a sole-source contract (36C77026C0003) to Innovation Associates (dba iA) for service and support of its proprietary Automated Prescription Fulfillment System (APFS) at the Charleston Consolidated Mail Outpatient Pharmacy (CMOP).
The justification cites 41 USC 3304(a)(1), only one responsible source. iA holds exclusive proprietary control over the APFS hardware, software, firmware, diagnostic tools, and configuration utilities. The APFS processes approximately 90 percent of prescriptions at Charleston CMOP and is mission-critical. The current extended warranty expired August 25, 2026. A Notice of Intent to Sole Source was published June 15, 2026, on SAM.gov with no competing vendors coming forward.

The contract structure is Firm Fixed-Price for one 12-month base period with 12-month option periods. Fair and reasonable pricing will be determined using an Independent Government Cost Estimate developed from historical warranty and support contracts at Charleston and other CMOPs. The requirement exceeds the Simplified Acquisition Threshold and is conducted under FAR Part 15 (Contracting by Negotiation).
