Description
PE integration to 1 the government performance and results act (1993) and the clinger-cohen act (1996) require federal executive agencies to measure the results of their major programs and to establish processes to measure the contribution of their information technology (IT) investments to mission results. The product effectiveness (PE) organization was established in march 2007 to coordinate and facilitate the provision of multiple services and integrate the programs within PE in order to provide an integrated service approach to PE S veterans health administration customers. PE falls under the office of quality, safety, and value (QSV) within the veterans health administration (VHA) of the department of veterans affairs (VA). The purpose of the PE concept of operations (CONOPS) (attachment a in the integration services blanket purchase agreement (BPA) performance work statement (PWS)) is to describe the concept of operations from the point of view of the program for implementing PE integration. The CONOPS serves as a communication tool for PE integration and is provided to the contractor to assist with understanding the context of the services in relation to the program. The purpose of the PE process and procedures (P & P) (attachment B in the integration services BPA PWS) is to describe the procedures for administering integration engagements on VHA IT products and services. IT is a detailed, step by step process by which integration services and associated deliverables shall be completed. This document contains the project phases and deliverables.
