Description

The standards evaluation & analysis division of the USCG (CG-REG-1) is tasked with assessing the economic impact of USCG rulemakings, including those that preserve or improve the vital missions of marine safety and environmental protection. Valuing the benefits associated with marine safety and environmental protections can be quite challenging, with USCG often qualitatively describing these benefits without quantifying or monetizing their value. Many regulations or policies seek to prevent or mitigate damage from worst case events that may not have yet occurred. For these type of worst case events, the representation of benefits is even more difficult since these events tend to be rare and have varying degrees of severity. The USCG is seeking to enhance its ability to quantify and monetize benefits associated with marine safety and environmental protection through the extrapolation of existing incidents into reasonable worst case events that can then be used as a hypothetical baseline from which to estimate the potential mitigation impacts.
