Description

This effort is in direct support of presidential directive 67 (PDD 67), enduring constitutional government and continuity of operations. The PDD directs executive branch departments and agencies to have plans in place to ensure continuous operations in the event of a national emergency. The requested contractor support is essential to meet the expectations of the PDD. There are numerous guidance documents that levy emergency preparedness program requirements on federal departments and agencies. Code of federal regulations, title 41, chapter 102 federal management regulations, part 102-71, subpart 102-74.230, occupant emergency program (41 CFR 102-74.230) is just one of the many documents that will guide the departments work in this area. The DHS EP program will be designed to protect the DHS workforce, manage the consequences of emergencies and meet these requirements. The business continuity and emergency preparedness office (BC & EP) lacks sufficient staff resource capacity to develop, maintain, train, and exercise the DHS HQ coop and emergency preparedness programs.
