About this agency

The Department of the Air Force Defense Finance and Accounting Service (DFAS), a defense agency sub-office within the Air Force, procures and funds financial management, accounting, payroll, and business services supporting military operations and personnel administration. DFAS operates as the Air Force's principal transacting entity for financial, accounting, and payment-processing services and also funds research and capability-development grants through cooperative agreements and project grants.

DFAS has awarded 71,020 federal contracts cumulatively since 1996, with $38.18 billion in combined potential value and $28.38 billion obligated. Recent contract volume has declined: the agency closed 492 awards in 2022, 534 in 2023, 272 in 2024, 168 in 2025, and 177 year-to-date in 2026. The most recent contract award closed on October 1, 2026. Contract competition is highly fragmented, with the top five primes capturing only 31 percent of recent awards by count. Satcom Direct Government, LLC leads with 253 awards over the last five years and $16.3 million combined potential value; MCI Communications Services LLC follows with 123 awards and $834 thousand combined potential value. The remaining two members of the top five—AT&T Mobility LLC, Comcast Government Services LLC, and Lumen Technologies Government Solutions, Inc.—together account for 148 awards. DFAS transacts with 16,418 distinct prime contractors across its portfolio. The set-aside mix skews toward unrestricted competition: 78 percent of awards carry no set-aside designation, with small-business set-asides representing 15 percent of awards (10,307 total), 8(a) Sole Source at 4 percent (2,556 awards), and Competitive 8(a) at 2 percent (1,708 awards). HUBZone, Service-Disabled Veteran-Owned Small Business, Woman-Owned Small Business, and other specialized set-asides each account for less than 1 percent of activity.

DFAS has awarded 289 federal grants totaling $226.6 million in federal dollars obligated since 2015. Grant activity has accelerated recently: 10 awards in 2022, 50 in 2023, 46 in 2024, 30 in 2025, and 70 year-to-date in 2026. The most recent grant award closed on August 1, 2026. Grant recipients are moderately concentrated: the top five recipients captured 33 percent of federal dollars obligated over the last five years. Pennsylvania Department of Military & Veterans Affairs dominates by both count and dollars, with 16 awards and $44.1 million federal obligated; The Regents of the University of Colorado and Regents of the University of Michigan follow with $9 million and $8.6 million federal obligated respectively. DFAS funds predominantly through Project Grants (244 awards, 84 percent) with a smaller share of Cooperative Agreements (45 awards, 16 percent) across 169 distinct recipients. Grant dollars obligated across all recipients total $238.6 million including non-federal cost-share.
