2020 TV CO-OP Program
The Public Affairs Section (PAS) of the U.S. Embassy in Tbilisi, Georgia encourages U.S. organizations to apply for the 2020 Television Cooperative Program (TV CO-OP) to assist a Georgian television company in producing feature stories or/and a documentary under the generic working title 'Emergency Preparedness and Response.' PAS suggests the Program focus on : 1. (primary theme) the U.S. Government's rapid response mechanisms to emergencies; 2. (secondary theme) the Government's policy for mitigating cyber security threats, as malicious cyber activities not only threaten the economy but also the very functioning of Georgia's democracy, freedom and values. As an add-on to the themes, it is desirable that the Program also highlight the role of the media in covering the events connected to the identified themes. PAS will nominate a Georgian television company for participation. The call for applicants envisages the submission of a proposal describing how the grant recipient organization could connect a Georgian television crew with relevant subject matter experts from government, academia, NGO's and other interlocutors., who would then be interviewed on camera The applicants should also be able to facilitate location scouting, shooting logistics, and provide all necessary logistical support. PAS expects the selected Georgian TV crew to produce either two 15-minute feature stories or a documentary upon their return to Georgia. The Georgian TV crew - one journalist and one cameraman - will provide all necessary filming equipment, work on post-production, and air the final product. The grant recipient organization is expected to coordinate all logistics and the program development plan - to include a shooting schedule, a list of interviews, a U.S. domestic travel itinerary, and other related details, in coordination with PAS. The recipient's involvement in production/post-production is not required but desirable. A PAS staffer will escort the crew to the United States and provide interpretation as necessary. The project will award up to $50,000 to cover the costs o f a two-week intensive filming tour for the Georgian crew, including one journalist and one cameraman. Applicants' proposals should include provisions that facilitate filming at different locations, taping interviews with officials including disaster response officers, subject matter experts, and other relevant stakeholders in the United States. The locations and shooting plan will be worked out together with PAS and the grant recipient organization.

University Research Program (University Capacity Building Program, UCBP)
The Public Affairs Section (PAS) of the U.S. Embassy in Tbilisi, Georgia, is pleased to announce an open competition for a University Capacity Building Program (UCBP). U.S. non-profit, non-governmental organizations and accredited American higher education institutions may submit proposals to manage a 12-to-18-month professional development program for Georgian university administrators, development and grant officers, as well as higher education decision-makers/government officials responsible for the Knowledge Exchange (KE) and university-business-government triangle. The aim of the project is to better leverage and integrate the various missions - education, research and engagement - in order to increase the contribution of higher education research institutions to promote innovation and economic growth. Proposals should feature a robust professional study tour to a variety of universities and/ or other organizations in the United States that support knowledge transfer between higher education and business/government. Participants also should be exposed to the work of governmental entities such as the National Science Foundation and higher education advocacy organizations through site visits and demonstrations of successful programs. The UCBP aims to improve the entrepreneurial capacity of Georgian higher education institutions (HEIs) by strengthening strategic skills and overall knowledge of university administrators and research development officers. In the "knowledge triangle" between government, academia, and the private sector, Georgian HEIs seem to be the weak link. Georgian universities produce graduates in academic programs that are disconnected to market demands. The UCBP will invest in HEIs to improve the university organizational environment and support effective operation of research development offices. By supporting grant programs and university grant team project management, the program will help to ensure that the research development function in universities does improve grant funding success and also helps universities achieve their research goals. The proposed study tour will assist university leaders in learning how to optimize best practices and organizational structures to cope with the pressures of external forces like limited funding and increased demand for research in the competitive higher education marketplace. The program seeks to foster an entrepreneurial culture in academia that links practical research output to industry development, for example, by directing governmental funding to market-oriented research and creating clear infrastructure and pathways to commercialize research. The successful proposal shall foster capacity building of university administrators and research development officers with the purpose to help put the "knowledge triangle" in the center of the government-business-academia relationship and establish an entrepreneurial climate among HEIs in Georgia. The grant recipient will work closely with PAS throughout the grant period to identify appropriate Georgian participants. The project will award $200,000 to defray the costs of a two-week intensive study tour to the United States for up to 12 education administrators, education decision makers, and/ or those responsible for managing grants. The project should also touch on follow up sustainability measures for the participants to apply gained knowledge at their home institutions. Micro fund that will be allocated within the award as part of sustainability measures for participants should enable program beneficiaries to produce desired outputs. The award will also sponsor reciprocal visits of American experts to Georgia to support the project implementation by providing a series of workshops on research development, grant writing, project management, etc. Applicants should include provisions for non-English speaking participants and secure international travel insurance for the duration of the study tour.

Alumni Engagement Innovation Fund (AEIF 2024)
The AEIF 2024 grant opportunity requests proposals from teams of at least two alumni of U.S. exchange programs to design and implement innovative solutions in Georgia that promote American culture, economic prosperity, democratic values, community integration, skills building, de-occupation, and cultural preservation. University Research Development Program
The Public Diplomacy Section (PDS) of the U.S. Embassy in Tbilisi, Georgia is pleased to announce an open competition for assistance award through this Request for Proposals (RFP) for a University Research Development Program. The Public Diplomacy Section invites U.S. and Georgian universities and educational institutes to submit proposals for a one- to two-year project to improve the standards of Georgian academic research in Georgian universities, and to encourage greater interaction between Georgian and American academic researchers. The project is meant to enhance research and academic writing skills of Georgian scholars - PhD candidates and their mentors -- through teaching research methods, methodology and statistics through online and in-person exchange visits; mentor PhD candidates to develop manuscripts; facilitate the publication of Georgian scholarly research articles/papers in peer reviewed journals and/or a conference presentation; and raise Georgian scholarship to international standards. Priority research areas are economics, business, health sciences, computer sciences and STEM fields. Applicants are encouraged to include teaching academic English vocabulary in the program. The direct beneficiaries of this program will be young Georgian academics, primarily doctoral-level faculty members who teach and mentor PhD students and candidates, PhD students/candidates (graduating level) with research projects in progress; and the indirect beneficiaries will be their Georgian host universities. PDS will award up to $250,000 for this one-to-two-year project. Applicants must provide information on how the University Research Development Program beneficiaries will be selected, with a preference competitive selection from a broad range of Georgian universities; any potential incentives for participation in and completion of the program (i.e. course credits for PhD candidates as negotiated with the academic's host university and/or stipends for professors) or disincentives for unsuccessful performance during the program (expulsion from the program).
