About Town Of Richlands Police Department
Town Of Richlands Police Department, a U.S. local government entity operating as a division of the Town of Richlands, Virginia, acts as a prime recipient of federal grants supporting law enforcement recruitment and equipment modernization, with a secondary role as a sub-recipient of grants for communications infrastructure. The Police Department holds two prime federal grants and receives two sub-grants from the Virginia Department of Criminal Justice Services, representing 50% prime and 50% sub-award split across a small, recent portfolio.
The Police Department's grant work centers on recruitment capacity building and radio system replacement. As prime recipient, the Police Department received a $188 thousand Community Oriented Policing Program (COPS) grant from the Department of Justice Office of Justice Programs Bureau of Justice Assistance, awarded October 1, 2025, with ultimate completion September 30, 2027. That grant funds development of a recruitment plan including video, website, mobile app, community events, open houses, and career fairs, as well as overtime pay for officers conducting recruitment-related activities such as attending career fairs, visiting educational institutions, and hosting open houses. As sub-recipient under the Virginia Department of Criminal Justice Services, the Police Department received two grants for mobile and portable radio replacement — a July 1, 2025 sub-grant for replacement of in-car mobile radios that are 15 years old or older and beyond expected useful life, and a July 1, 2024 sub-grant for replacement of portable radios that are 15 years old and five years past their expected life, which had been surpassed in 2019.
Customer concentration is narrow — the Police Department serves three federal agencies across four total awards, with the Department of Justice Office of Justice Programs Bureau of Justice Assistance and the Community Oriented Policing Program each placing one or two awards. Activity is minimal and recent, with one award in 2016, one in 2024, and two in 2025. One award completes within the next twenty-four months.
