About Recumbent Cycles Of Lancaster LLC
Recumbent Cycles Of Lancaster LLC, doing business as Lancaster Recumbent, is a woman-owned small business based in Marietta, Pennsylvania, that manufactures adaptive cycling equipment for federal healthcare and recreational therapy programs, operating exclusively as a prime contractor on small-dollar purchase orders from the Department of Veterans Affairs. The company competes under Total Small Business set-asides and full-and-open designations, with no teaming or subcontracting footprint.
Lancaster Recumbent specializes in custom adaptive sports equipment — recumbent cycles and handcycles — designed for individuals with mobility challenges and therapeutic rehabilitation needs. The vendor's concrete federal work consists entirely of Department of Veterans Affairs purchases across Veterans Integrated Service Networks. Representative awards include a $25,420 firm fixed-price purchase order from VISN 5 on March 6, 2026, for adaptive sports equipment with ultimate completion in May 2026; a $17,689 Total Small Business set-aside from VISN 4 on September 24, 2025, for three adaptive road bikes to support the Geriatrics and Extended Care Division at the H. John Heinz III Campus in Pittsburgh; and a $22,702 purchase order from VISN 5 on July 2, 2025, for a recumbent cycle with completion in September 2025. Additional work includes a $17,551 handcycle purchase order from VISN 17 (March 2023) and an $11,782 recumbent bike order from VISN 4 (August 2022).
All five awards in the source footprint funnel to the Department of Veterans Affairs Veterans Health Administration across three Veterans Integrated Service Networks — VISN 5 leads both award count and dollar value at two awards totaling $48 thousand, followed by VISN 4 with two awards at $29 thousand, and VISN 17 with one award at $18 thousand. Combined potential value across all awards stands at $95 thousand, with 100% of that amount obligated. Awards are structured as firm fixed-price purchase orders under NAICS 339920 (Sporting and Athletic Goods Manufacturing), with the exception of one award coded to Surgical Appliance and Supplies Manufacturing. The vendor operates in the Medical and Surgical Instruments, Equipment, and Supplies PSC category across all five awards. Activity has been episodic — one award in 2022, one in 2023, two in 2025, and one in 2026 — with no parent IDIQs, GWACs, or BPAs listed in the vehicle footprint.
SBA capabilities narrative
Lancaster Recumbent opened in December 2014 and today, our shop has over 75 different types of recumbent cycles - and we're growing! Our oldest daughter, Sarah, and son-in-law, 'Rosie', joined the family business in 2017 and we moved to a new location in March 2018 - a larger space (for more cycles!) located a block and a half off the Northwest Lancaster County River Trail in Marietta, PA. We'd love to have you stop by and visit the shop where we offer rides for all of life's cycles. We can show you our new and used semi-recumbent and recumbent cycles and talk about solutions to customize and adapt a cycle to your specific needs. We're also experienced and certified in adapting cycles for those with special needs. If you have a will to ride a bike, we'll help you get there. Lastly, we offer repairs and maintenance for practically anything with wheels - from recumbent to traditional upright cycles, from strollers to wheelchairs and walkers.
