About Oregon Primary Care Association

Oregon Primary Care Association (OPCA) is a non-profit membership association founded in 1984 for Oregon's 33 community health centers, also known as Federally Qualified Health Centers (FQHCs). OPCA provides training and technical assistance to these health centers. It is registered as a non-profit corporate entity to receive federal awards.

OPCA has received prime federal grant funding from the Department of Health and Human Services' Health Resources and Services Administration (HRSA) under the Technical and Non-Financial Assistance to Health Centers program (CFDA 93.129). A $410,134 award in 2021 supported OPCA's provision of training and technical assistance to health centers and look-alikes in Oregon from 2021-2023 to improve their operational and service delivery capacities. As a sub-awardee, OPCA has partnered with the University of Washington on the AIDS Education and Training Centers program. OPCA has also subcontracted with OCHIN, Inc. as a core partner to provide staff expertise, project management, needs assessments, data collection and reporting, training, and strategies for data sharing related to demonstrating health center value and collaborative efforts around risk stratification. Through these grant programs, OPCA delivers services aimed at strengthening the primary care delivery system and enhancing health outcomes in local communities.
