Housing Authority Of The City Of Union City

Housing Authority Of The City Of Union City, a local government entity headquartered in Union City, Georgia, is a recipient of federal formula grants from the U.S. Department of Housing and Urban Development's Public and Indian Housing Office for public housing capital improvements and operating expenses. The organization operates exclusively as a prime grant recipient—100% of its 37 federal awards since 2006—with no federal contract work or subcontracting involvement in its footprint.

The Housing Authority receives funding under two primary HUD grant programs. The Public Housing Capital Fund (CFDA 14.872) provides grants to support public housing modernization, development, and management improvements under 24 CFR Part 905, including construction, acquisition, and reconfiguration of public housing units. The Public Housing Operating Fund (CFDA 14.850) provides operating subsidies to fund day-to-day operational and maintenance expenses, anti-crime and security activities, energy costs, resident supportive services, insurance, and administrative program implementation for public housing dwellings. Recent award examples include a Public Housing Capital Fund grant awarded May 13, 2025, with completion scheduled for May 12, 2029; a Public Housing Operating Fund grant awarded January 1, 2026, with completion scheduled for December 31, 2032; and a Public Housing Capital Fund grant awarded May 6, 2024, with completion through May 5, 2028. All grants flow from a single federal agency—HUD's Public and Indian Housing Office—which represents 100% of the Housing Authority's documented federal award activity.

The Housing Authority's customer concentration is absolute: the entire portfolio derives from HUD, with no diversification across other federal agencies. The organization has received two awards annually over the past five years (2022–2026), with four awards reaching ultimate completion within the next twenty-four months, creating recompete activity tied to HUD's annual formula grant cycles. Combined dollars obligated across all 37 awards total $1.6 million, reflecting the formula-grant nature of HUD's Public Housing Capital Fund and Operating Fund programs, which distribute fixed allocations to approximately 2,770 public housing authorities nationwide based on statutory formulas rather than competitive procurement.
