About Couvillion Group LLC
Couvillion Group LLC is a marine construction, salvage, repair, and maintenance company based in Belle Chasse, Louisiana, specializing in environmental remediation and emergency response services for federal agencies. Registered in SAM.gov since 2006, the company is a for-profit limited liability company that provides critical support to federal agencies in managing environmental incidents, particularly in maritime and offshore settings. The company's core competencies include oil spill mitigation, hazardous chemical incident response, offshore infrastructure surveying, and environmental remediation services for government entities.
Through its federal contract awards, Couvillion Group LLC has consistently provided specialized services primarily to the United States Coast Guard (USCG) and the Department of the Interior's Bureau of Safety and Environmental Enforcement (BSEE). These contracts have encompassed a wide range of activities, including magnetometer surveys to assess underwater infrastructure, retrieval of sunken assets, labor and equipment provision for oil spill mitigation, and comprehensive field surveys of offshore oil and gas sites. The contract awards have ranged from small purchase orders of $11,472 to significant contracts exceeding $65 million, demonstrating the company's capacity to handle diverse and complex federal maritime and environmental response requirements. None of the contracts have been designated with specific set-aside classifications, indicating the company competes on an open market basis.
Couvillion Group LLC holds a significant Basic Ordering Agreement (BOA) with the United States Coast Guard, valued at $900,000 and valid through May 2025. This BOA serves as a critical contracting vehicle that enables rapid issuance of delivery orders for emergency response services, particularly for oil spill and hazardous chemical incident mitigation. The BOA has facilitated multiple delivery orders, including a $224,737 task order for labor and equipment in Houma, Louisiana, and a $51 million order for incident response in Jefferson and Orleans Parishes. These IDVs underscore the company's strategic positioning as a key federal contractor capable of providing immediate, specialized maritime environmental response capabilities, primarily in the Gulf of Mexico region.
SBA capabilities narrative
Specializes in marine construction, salvage, repair, and maintenance as well as equipment leasing, logistics management, oil & gas, and petrochemical work.
A key first responder in the Plaquemines Parish vessel recovery effort, Couvillion designed a unique lift and barge system that returned hundreds of vessels to service. Following the catastrophic BP oil spill, we deployed and managed marine equipment, vessels, personnel, and logistics.
Since then, Couvillion has successfully completed a broad range of reconstruction projects including the Port Sulphur lift station, Fort Jackson sluice gate, and Buras Boat Harbor. We salvaged and returned barges to service following Hurricane Ivan. And in 2013, we completed our most significant project to date: rebuilding from the ground up historic, Katrina-battered Port Eads Marina - the last stop for fishermen and offshore workers along the Mississippi River before entering the Gulf of Mexico.
