About the company
Bright Star Schools Stella Elementary Charter Academy Division, doing business as Stella Elementary Charter Academy, operates as a non-profit educational institution and sub-recipient of federal grants supporting student academic achievement and community learning center operations in Los Angeles, California. The organization holds no prime federal contracts or grants and participates exclusively in grant sub-awards, with four awards totaling $297 thousand in combined obligations across federal education programs.
Stella Elementary receives all grant funding through the Department of Education Office of Elementary and Secondary Education, channeled via the California Department of Education as intermediary prime grantee. The three awards from this program focus on academic enrichment for students in high-poverty and low-performing schools, including reading and math instruction, enrichment activities that complement regular academic programs, and literacy and educational services for families of participating students. A fourth sub-award (August 31, 2026) targets teacher and principal quality improvement and recruitment of highly qualified teachers. Award dates span September 2025 through August 2026, with the most recent obligation recorded one month before the current date.
Activity shows two awards in 2025 and two in 2026, with no parent vehicles, no prime contract footprint, and no subcontractor relationships. As a grant sub-recipient rather than a federal contractor, Stella Elementary does not appear in federal procurement systems as a vendor eligible for contract task orders or teaming arrangements. The organization's federal engagement consists entirely of pass-through grant sub-awards from the California Department of Education supporting local K-12 academic enrichment and teacher quality initiatives.
