3.0 Program Background

The V-22 Joint Program Office has a requirement for the modification and associated maintenance of approximately 129 MV-22 Block B and 126 MV-22 Block C aircraft to a common configuration that will increase readiness to the fleet. The initial period of performance assumes induction of the first two aircraft with an approximate start of January 2018 for a five year period to accomplish up to an approximate total of 50 aircraft. The modifications will consist of integrating up to approximately 80 Engineering Change Proposals (ECPs) onto the aircraft ranging from simple removal and replacement of components to modification of existing structure. The aircraft modifications and associated maintenance are intended to be accomplished at the contractor's facilities. The ECPs will consist of structural modifications, electrical systems upgrades, and dynamic systems upgrade. The Government is not in possession of a current, validated aircraft production and modification technical data package. It is the intent of the Government to have the OEM produce a modification technical data package, and perform a Validation/Verification on up to six (6) aircraft in the FY18/19 timeframe, and modify up to a total of 50 aircraft through FY22. In approximately FY20, the Government anticipates the availability of an aircraft modification technical data package suitable for possible second source opportunities for the remaining MV-22 Block B and MV-22 Block C aircraft.
