About this program
The Federal Emergency Management Agency administers the Shelter and Services Program (CFDA 97.141) to fund non-federal entities providing shelter, food, transportation, acute medical care, personal hygiene supplies, and case management services to noncitizen migrants recently released from Department of Homeland Security custody, with the most recent grant awards issued on June 21, 2024.
The program has contracted significantly in recent activity. FEMA distributed 157 Project Grants totaling $1.12 billion since March 2023, but award volume dropped sharply from 154 awards in 2023 to only 3 awards in 2024. All funding comes from FEMA Headquarters. Award sizes vary widely, ranging from under $250 thousand to nearly $99 million; recent major awards included $98.2 million, $39.2 million, and $39.2 million to single recipients, alongside numerous smaller awards under $5 million.
Eligible applicants include 501(c)(3) nonprofits, non-501(c)(3) nonprofits, state governments, county governments, city and township governments, tribal governments (federally recognized), and tribal organizations (non-federally recognized). Applicants must demonstrate internal or partnership capacity to deliver proposed services and may not charge migrant beneficiaries for services. Awards require acceptance through FEMA's Grant Outcomes system within 45 days of notification or funds revert. Recipients expending $750 thousand or more in federal awards annually must undergo single or program-specific audit; entities expending less are exempt unless noted otherwise under 2 CFR 200.503. Records must be retained for three years from final Federal Financial Report submission.
Recent grant opportunities posted in 2024 include the Fiscal Year 2024 Shelter and Services Program—Allocated (SSP-A, due April 26, 2024) and Fiscal Year 2024 Shelter and Services Program—Competitive (SSP-C, due June 17, 2024). Both solicitations authorize grants for allowable service costs and facility renovations or modifications to increase capacity for recently released migrants. No open opportunities appear current as of October 2026.
