About this program
The U.S. Coast Guard awards cooperative agreements under the National Nonprofit Organization Recreational Boating Safety Grant Program (CFDA 97.135) to 501(c)(3) nonprofits to support boating and paddling safety efforts at national scope, with the most recent grant round closed as of July 7, 2026.
The program funds a broad portfolio of national-scale safety interventions: public awareness campaigns targeting life jacket wear and sober boating; life jacket loaner station networks and digital checkout systems; boater and law enforcement training programs in incident investigation, boating-under-the-influence detection, and crash scene documentation; standards development for small craft and emerging propulsion technologies; behavior-change research including national life jacket wear rate tracking; media outreach leveraging influencers and industry partnerships; paddler safety initiatives; and professional convenings such as the International Boating and Water Safety Summit. A representative sampling of 2025 awards includes the National Association of State Boating Law Administrators' training programs for 150 law enforcement officers in BUI detection ($150 thousand), the BoatU.S. Foundation's modernization of 500 digital life jacket loaner stations ($375 thousand), the Water Sports Foundation's search engine content marketing project ($150 thousand), and the American Boating Club's evaluation of flotation regulations for vessels under 26 feet ($215 thousand).
All 26 recent awards are structured as cooperative agreements. The Department of Homeland Security U.S. Coast Guard is the sole funding source and obligated $6.2 million across the fiscal 2025 award cycle. Individual awards range from $75 thousand to $525 thousand, with typical magnitudes between $100 thousand and $400 thousand. Applicants must hold IRS 501(c)(3) tax-exempt status and demonstrate one of their primary functions is providing recreational boating safety services nationally. The program announces competitions in late November or early December, holds the solicitation open for a minimum of 60 days, and offers performance periods of either one year or three years depending on available funding. A 2026 solicitation (DHS-USCG-NONPROFIT-2026) closed on July 7, 2026; the next competition is expected in late 2026 or early 2027 per the announced schedule.

How to apply
- Award procedure
Applications are subjected to a merit review performed by subject matter experts (reviewers). Reviewers assess the applications for technical merit, personnel qualifications, and the degree to which a proposal offers potential value and measurements to program goals as stated in the Notice of Funding Opportunity. Upon completion of the review, staff log the scores and prepares a ranking list, along with the recommended funding levels from the reviewers, for discussion and consideration. All recommendations are presented to the Boating Safety Branch and Division Chiefs for their review. The Office Chief then reviews and presents a recommendation to the Director of Inspections and Compliance for their review and ultimate approval. The Director of Inspections and Compliance has the authority to approve the awards. Once the Director of Inspections and Compliance determines the final funding levels, an approval memo is generated, co-signed, and kept as part of the official program file.
