About this program
The Federal Emergency Management Agency (FEMA) awards grants under the Emergency Management Baseline Assessment Grant (EMBAG) program, Assistance Listing 97.131, to support development, maintenance, and assessment of national-level standards for emergency management in state, local, tribal, and territorial communities. The most recent grant awards were made on September 30, 2024.
EMBAG has maintained steady activity over the past two years, with two awards in both 2023 and 2024. The portfolio shows five total awards since 2012, with $2 million in combined federal dollars obligated. Recent awards include $445 thousand to one recipient and $130 thousand to another (both obligated September 30, 2024), and $500 thousand and $350 thousand to respective recipients obligated September 1, 2023. All awards in the portfolio are Project Grants. FEMA Headquarters Financial Assistance Awards dominates the program, accounting for four awards totaling $1.4 million in federal dollars obligated, with a single FEMA award accounting for the remaining $600 thousand.
The program funds three core activities: development, validation, and revision of voluntary national-level standards and peer-review assessment processes for emergency preparedness and response driven through consensus; assessment of SLTT emergency management programs and emergency managers against these national standards for accreditation and professional certification; and outreach and training to participating emergency management programs and professionals. Between fiscal years 2018 and 2020, EMBAG-funded activities helped 22 SLTT emergency management programs achieve accreditation and 60 emergency managers achieve certification.
Recent grant opportunities show the program accepts applications from 501(c)(3) nonprofits, non-501(c)(3) nonprofits, and public and private higher education institutions. The FY 2024 EMBAG solicitation (DHS-24-NPD-131-00-99) posted August 15, 2024 with a due date of September 16, 2024, has closed. Applications are evaluated on demonstration of experience and expertise, project plan, anticipated results, and budget. Review and approval typically require approximately 30 days. Recipients must comply with 2 CFR 200 audit requirements and retain grant records for at least three years from final expenditure report submission.
