About this program
The Department of Homeland Security awarded Disaster Housing Assistance Grants (CFDA 97.109) with the most recent award on July 17, 2013, making this program inactive for the past 13 years. This program has not accepted new applications or issued new funding opportunities since 2013.
The program provided rental assistance, security and utility deposits, and case management services for families displaced by Hurricanes Katrina, Rita, Gustav, and Ike. Award activity peaked sharply in 2008 with 108 grants, then declined to just 5 awards in 2013, with minimal activity (1–3 awards) in intervening years. The portfolio spans 131 total Project Grants across a 12-year period from 2001 to 2013, all funded by DHS, representing $35.5 million in combined federal dollars obligated. Recent awards show a mixed pattern: some grants recovered funds (negative obligations), while others distributed new resources. Award magnitudes from 2008–2009 ranged from under $5,000 to approximately $5.8 million per grant, with final 2013 awards including one grant for $35.8 million, one for $3.75 million, and one for $3.25 million. Representative awards include a May 2013 project grant of $35.8 million for repair or replacement of disaster-damaged facilities, a May 2013 grant of $3.25 million for the same purpose, and multiple 2008 grants distributed across Louisiana, Texas, and other affected states for disaster housing assistance following Hurricane Ike. No grant opportunities are currently open, and no NOFOs have been posted since program funding concluded in 2013. This program is no longer actively pursuing new recipients.
