About this program

The Federal Emergency Management Agency administers the Securing the Cities Program (CFDA 97.106), a non-competitive cooperative agreement program that funds development and sustainment of radiological and nuclear detection capabilities in high-risk urban areas, with the most recent grant award on September 30, 2021.

The program enables state, local, tribal, and territorial agencies to establish and expand detection infrastructure for unregulated radiological and nuclear materials through trained and equipped personnel, detection equipment provision, training and exercise products, and integration of capabilities into existing response protocols. Recipients also receive guidance on developing Concepts of Operations and standard operating procedures. The program operates in four phases—Engagement, Implementation, Integration, and Sustainment—with prior award recipients and those with FBI Level Five Regional Render Safe Team capacity receiving preference for continued funding.

All 38 awards in the portfolio are Cooperative Agreements. Department of Homeland Security Countering Weapons of Mass Destruction dominates funding with 22 awards totaling $175.7 million in federal obligations; DHS proper accounts for 14 awards worth $61.8 million; and DHS Domestic Nuclear Detection Office supplied 2 awards worth $21.8 million. Combined federal dollars obligated total $259.3 million. Recent award activity peaked in 2020 with 15 awards; only one award was disbursed in 2021. Representative recent awards include the Los Angeles–Long Beach Sustainment Cooperative Agreement for $9.1 million (September 1, 2020), the National Capital Region Sustainment for $5.3 million (September 1, 2020), and the Chicago Sustainment award for $3.2 million (September 30, 2021). Award magnitudes for sustainment phases typically fall between $3 million and $6.7 million.

The most recently posted grant opportunity, DHS-ST-21-106-STC-0001 (Securing the Cities Program, 2021 STC Sustainment), closed June 7, 2021 and targeted previous STC recipients in Phase IV for equipment recapitalization and capability expansion. Eligibility is restricted to prior award recipients. No currently open opportunities are present in the source.
