About this program

The Department of Homeland Security funds the Disaster Donations Management Program (CFDA 97.098) to distribute web-based technology solutions that enable State governments and Private Voluntary Organizations to rapidly activate donation-management systems during disasters, allowing the public and private sector to coordinate offers of goods, volunteer services, and financial contributions. The program has not awarded new grants since August 2011—fifteen years ago—making it dormant for operational purposes.

The portfolio contains two Cooperative Agreements totaling $1.9 million in federal dollars obligated, both funded by DHS. The first, awarded October 1, 2006, supported the Donations Management Technology Solution Project (Phase IA AidMatrix) with $1,949,498 in federal obligations and an ultimate completion date of September 30, 2010. The second, awarded August 22, 2011, carried a negative obligation of $5,371, indicating a financial adjustment rather than new project funding. Both awards operated as Cooperative Agreements, reflecting DHS's direct engagement alongside recipients in technology deployment and coordination activities.

The extended dormancy—no awards in the fifteen years since 2011—signals the program either completed its foundational technology-distribution mission with those two grants or has been superseded by other DHS disaster-management funding mechanisms. No recent grant opportunities are posted. The program does not currently represent an active funding avenue for organizations seeking to develop or deploy disaster-donation-management capabilities. Any pursuit would require preliminary inquiry into whether DHS intends to issue new solicitations or whether successor programs now handle this functional area.

Objective and description

Objective

To distribute a web-based technology solution to State governments and Private Voluntary Organizations (PVOs) in order to ensure that in the event of a disaster the State has a resource in place that it can rapidly activate to allow the general public including the private sector to make offers of donated goods, volunteer services, and financial contributions to PVOs. The expectation is that the resource will help manage the information of large numbers of offers, and help lessen the flow of uncoordinated donated goods and volunteer services into the disaster area.
