About this program
The Department of Homeland Security awarded grants under the Competitive Training Grant program (CFDA 97.068) to support the design, development, and delivery of homeland security preparedness training to first responders and citizens, with the most recent grant award made on October 1, 2008—nearly eighteen years ago.
Program activity has ceased. The portfolio records 50 total awards spanning from December 2003 through October 2008, with the most intensive activity in the middle years: 15 awards in 2005, 11 each in 2006, 2007, and 2008, and 1 in 2004. No grant awards have been issued since 2008. The combined federal obligation across all awards totaled $72.3 million, with individual award magnitudes ranging from approximately $413 thousand to $4.7 million. Recent awards from fiscal year 2008 include Cooperative Agreement 2008GTT8K025 funding training program delivery at $3.6 million, and Formula Grant 2008GTT8K027 supporting competitive training at $3.5 million. The Department of Homeland Security was the sole funding agency across the entire portfolio.
The award mix was predominantly Cooperative Agreements (50 percent, 25 awards) with substantial shares of Project Grants (40 percent, 20 awards) and Formula Grants (10 percent, 5 awards). Representative scope from the portfolio included food importation and transportation intelligence-sharing training and special-needs integration into NIMS/ICS plans. The program supported training development and delivery aligned with the National Preparedness Guidelines' core objectives—prevention, protection, response, and recovery from terrorism and catastrophic events.
No grant opportunities have been posted under this program in recent years. The program appears to be inactive for new funding solicitations and award issuances.
