About this program

The Executive Office of the President's Office of the National Drug Control Policy (ONDCP) funds training and technical assistance to improve drug court operations and substance use disorder treatment integration within criminal justice systems, CFDA 95.005, with an open solicitation (DCT-DCT-26-001) due August 27, 2026 for a Cooperative Agreement.

The program supports a broad ecosystem of criminal justice training delivery: drug court practitioner training across judges, prosecutors, public defenders, probation and parole officers, law enforcement, and treatment providers; state, juvenile, and family court judiciary education on substance use disorder and evidence-based responses; and implementation of drug court diversion initiatives to reduce incarceration and recidivism. Recent awards have funded comprehensive training and technical assistance operations, jurisdiction-specific on-site assistance at state and local levels including rural and tribal areas, curriculum development, independent effectiveness research, and materials production aligned with federal substance use policy priorities, including medication-assisted treatment for opioid use disorder and naloxone distribution.

Over the past decade, ONDCP has made ten awards totaling $31.5 million in federal obligations. Awards were disbursed as recently as September 2024, with a cadence of one to two awards annually in 2020, 2023, and 2024. The program mix is predominantly Project Grants (70 percent of awards) with smaller shares of Cooperative Agreements (30 percent). ONDCP accounts for nine of ten awards worth $28.8 million; the Executive Office of the President proper funded one award worth $2.7 million.

Representative awards include a $6 million Cooperative Agreement for drug court training and technical assistance (awarded September 2024, completing August 2026); a $6 million Project Grant supporting ONDCP-approved drug court implementation initiatives (October 2022); and a $350 thousand Project Grant for judiciary education on substance use and substance use disorder (September 2024). Applicants must be 501(c)(3) nonprofits with expert knowledge of drug courts and demonstrated ability to engage subject matter experts across multiple criminal justice disciplines; higher education institutions and tribal governments are eligible for select solicitations. Cooperative Agreement awards provide 24-month terms with extension possibility.
