About this program

The Corporation for National and Community Service funds service-learning projects that engage young people in community-based activities addressing education, environment, public safety, and other human needs through the Learn and Serve America Innovative Community-Based Service-Learning Programs (CFDA 94.018), with the most recent grant award dated September 30, 2010.

This program has not received new grant awards since 2010. The portfolio reflects 22 Project Grants totaling $6.6 million in federal dollars obligated across a single funding year. The combined federal and non-federal obligation reached $12.6 million, indicating a substantial cost-share or matching contribution from recipients. The Corporation for National and Community Service is the sole funder under this Assistance Listing.

Recent funded activities center on two initiative tracks. Youth Engagement Zone projects, such as awards to Colorado ($2.36 million), Minnesota ($1.4 million), Pennsylvania ($2.68 million), Michigan ($1.78 million), and Sky (likely a geographic abbreviation, $1.84 million), targeted multi-year service-learning interventions in high-poverty secondary school districts with graduation rates below 70 percent. Summer of Service grants ranged from $50 thousand to $297 thousand, supporting shorter-duration community service experiences across multiple states including Ohio, Arizona, Pennsylvania, New Jersey, Maine, Connecticut, Michigan, Washington D.C., North Carolina, New York, California, Colorado, and Wyoming.

All 22 awards documented in the portfolio consisted of Project Grants with no mix of other assistance types. Individual award values ranged from $50 thousand for Summer of Service initiatives to approximately $2.68 million for multi-year Youth Engagement Zone projects.

A recent grant opportunity, Learn and Serve America Youth Engagement Zone FY11 (solicitation CNCS-GRANTS-02102011), posted February 10, 2011 with a due date of March 31, 2011. That solicitation offered approximately $5.7 million across an estimated 5 to 7 grants ranging from $700 thousand to $1.5 million annually over three years. Eligible applicants included state and local governments, tribal governments, higher education institutions, and 501(c)(3) nonprofits. Partnerships were required to include community-based entities with service-learning track records, local educational agencies serving high-poverty populations with low graduation rates, a community college, and geographic areas with low baseline service-learning participation.
