About this program
The Department of Health and Human Services Substance Abuse and Mental Health Services Administration (SAMHSA) funds crisis counseling and mental health treatment services for adults affected by presidentially declared major disasters under CFDA 93.982, with the most recent grant award issued on July 6, 2026.
The program finances crisis counseling, mental and substance use disorder treatment, and worker training to support disaster victims during emergency response and recovery. Funded activities include Regular Services Programs delivering ongoing counseling and support, Crisis Counseling Assistance and Training Programs, and specialized initiatives like "Show Me Hope" and "Project Recovery" operating across affected counties and states. Awards typically fund services for 9 months with possible 90-day extensions approved by the FEMA Regional Director. Eligible applicants are state or local nonprofit agencies recommended by the state governor and accepted by the Secretary.
SAMHSA dominates the funding portfolio, accounting for 398 total awards since 2000 with $1.3 billion in combined federal dollars obligated across a single federal agency. The assistance mix is predominantly Project Grants (93 percent) with a smaller share of Block Grants (7 percent). Recent award velocity has averaged roughly 13 awards per year over the past five years, with 8 awards issued to date in 2026.
Award magnitudes range widely, from under $300 thousand to over $48 million. Recent representative awards include a $5.6 million grant for Crisis Counseling Assistance and Training Program services (June 2026), a $2.5 million Regular Services Program grant (July 2026), and a $48.5 million grant to North Carolina for the HOPE4NC initiative (January 2025). Smaller awards fund county-level and state-specific response efforts following hurricanes, tornadoes, and severe weather events.
No recent grant opportunities are currently open. The most recently posted solicitations date to 2020 and are expired. The program operates on a reactive basis: SAMHSA issues awards following presidential disaster declarations to states and territories with qualifying major disaster or emergency status under the Stafford Act.
