About this program
The Department of Health and Human Services Substance Abuse and Mental Health Services Administration (SAMHSA) administers the National All Schedules Prescription Electronic Reporting Grant program (CFDA 93.975), which funds state-administered controlled substance monitoring programs (PMPs) that provide health care providers with timely prescription history information to identify patients at risk for addiction and enable early medical intervention. No grant awards have been disbursed since September 30, 2010—over 16 years ago. The program distributed 27 Formula Grants totaling $4 million across 2009 and 2010 at a rate of approximately 13 to 14 awards per year, with no documented funding activity since that period.
All 27 awards under this program were Formula Grants distributed exclusively by SAMHSA. Representative recent awards include Formula Grant TI01010202 ($437,858), Formula Grant TI01010201 ($454,587), and Formula Grant TI01011502 ($335,517), all obligated to support state PMP operations. Individual awards ranged from $0 to approximately $455 thousand. The portfolio reflects a stable, narrow funding envelope with modest per-award magnitudes typical of state-formula grant structures.
No current grant opportunities are posted under this Assistance Listing. The absence of awards since 2010 and lack of active solicitations suggest this program is inactive or has been consolidated into successor funding mechanisms. Organizations evaluating this program should confirm current program status with SAMHSA before committing business development resources, as the long funding gap and formula-grant structure indicate either program closure or administrative dormancy rather than ongoing competitive or formula-grant opportunities.
Objective and description
- Objective
To foster the establishment of State-administered controlled substance monitoring programs (PMP) in order to ensure that health care providers have access to the accurate, timely prescription history information that they may use as a tool for the early identification of patients at risk for addiction in order to initiate appropriate medical interventions and avert the tragic personal, family, and community consequences of untreated addiction.
