About this program
The Department of Health and Human Services Substance Abuse and Mental Health Services Administration awards Block Grants for Community Mental Health Services (CFDA 93.958) to States and Territories, with the most recent awards issued October 1, 2025. This program funds comprehensive community-based mental health service delivery to adults with serious mental illness and children with serious emotional disturbance through community mental health centers, psychosocial rehabilitation programs, peer-support programs, and consumer-directed programs. Applicants are restricted to States and U.S. Territories and possessions.
The program has remained active with consistent award volume. Block grants were issued as recently as October 1, 2025, with an earlier cohort awarded September 30, 2025. Recent awards span a range from approximately $11,553 to $280.4 million per grant, with federal obligations across the recent award cohort totaling more than $3.8 billion. The five-year award cadence shows volatility: 469 awards in 2021 declining to 116–125 awards annually in 2022–2025, though overall program activity since 2001 encompasses 2,225 total awards distributing $27.65 billion in combined federal dollars obligated.
The funding portfolio is dominated by Block Grants (68 percent of 1,521 awards) with supplementary Formula Grants (19 percent, 419 awards) and Project Grants (13 percent, 285 awards). The Substance Abuse and Mental Health Services Administration funds all awards in the program.
Funds may be used flexibly within state plans to achieve service objectives, with up to 5 percent permitted for administration. Each state must expend not less than the amount obligated in fiscal year 1994 and set aside 10 percent of allocation for evidence-based programs targeting individuals with early serious mental illness including psychotic disorders. Prohibited uses include inpatient services, cash payments to service recipients, land or facility acquisition or major construction, and payments to nonpublic entities. Grant funds are available for obligation and expenditure during the fiscal year of allotment through the end of the subsequent fiscal year.
