About this program

The Department of Health and Human Services Administration for Children and Families awarded grants under ARRA - Early Head Start (CFDA 93.709) through September 2010, with no grant awards reported since that date—skip this program unless pursuing legacy stimulus-related work or archival compliance.

This was an economic stimulus program that funded expansion and enhancement of Early Head Start services for low-income infants and toddlers, including children on federally recognized reservations and children of migratory farm workers. The funded activities centered on cognitive, social, and emotional development services delivered through comprehensive health, educational, nutritional, and social programming, with particular emphasis on parent involvement in program administration and parent progress toward educational, literacy, and employment goals. Recent awards funded Early Head Start program expansion and early learning mentor coach initiatives.

The program operated as a single-funder vehicle: the Department of Health and Human Services Administration for Children and Families issued all 552 awards totaling $1 billion in federal obligations. All funding took the form of Project Grants. Award activity was front-loaded and compressed: 488 awards were made in 2009, with only 64 in 2010; the most recent award closed out on September 30, 2010.

Representative recent awards included early learning mentor coach initiatives in the $200 thousand to $225 thousand range (Project Grants 90SU0031, 90SU0032, 90SU0009, and others awarded in September 2010), and larger Early Head Start expansion projects such as Project Grant 09SA0375 ($2.7 million, awarded July 1, 2010) and Project Grant 06SA2007 ($5.5 million, awarded April 1, 2010). Smaller awards in the program floor ranged from $87 thousand upward.

No grant opportunities are currently open under this program. This ARRA vehicle has not issued awards in 16 years and represents historical stimulus-era funding, not an active competitive opportunity.

Objective and description

Objective

This funding will provide economic stimulus to the nation while furthering the ACF mission to promote the development of infant and toddler age children. The objective of the Early Head Start program is to enhance the cognitive, social and emotional development of low-income children, including children on federally recognized reservations and children of migratory farm workers, through the provision of comprehensive health, educational, nutritional, social and other services and to involve parents in their children's learning and to help parents make progress toward their educational, literacy and employment goals. Early Head Start also emphasizes the significant involvement of parents in the administration of their local Early Head Start programs.
