About this program
The Department of Health and Human Services Health Resources and Services Administration distributed $1.99 billion through 2,645 Project Grants under ARRA – Grants to Health Center Programs (CFDA 93.703), with the most recent award made December 1, 2011. This program is no longer active; no grant opportunities are currently open. Funding under this program ended over fourteen years ago.
The program supported four categories of health center grants under the American Recovery and Reinvestment Act of 2009: establishing new access points to expand coverage of underserved and uninsured populations; increasing service capacity at existing health centers to address demand spikes; funding alteration, repair, renovation, construction, health information technology, and equipment purchases for capital improvements; and supporting competitively reviewed applications addressing significant facility modernization, renovation, and construction needs. Recent awards reflect concentrated investment in health information technology implementation and facility improvements; for example, the December 2011 award (H2LCS23533) obligated $1.8 million for health information technology implementation, while March 2010 award C80CS17243 provided $11.9 million for facility investment and December 2009 awards to the facility investment program ranged from $2.3 million to $12 million per recipient.
Award activity was front-loaded: 2,581 awards were distributed in 2009, declining sharply to 60 in 2010 and just 4 in 2011. All 2,645 awards were Project Grants. HRSA was the sole funding agency, obligating all $1.99 billion in federal dollars across awards (with 36 grants recorded at zero obligation). Typical award magnitudes varied widely across project categories, from roughly $100,000 for service expansion grants to multimillion-dollar facility investments, reflecting the diversity of health center infrastructure and technology needs addressed under the Recovery Act.
