About this program
The Department of Health and Human Services Administration for Children and Families funds systemic reforms to child abuse and neglect investigations, prosecutions, and court proceedings under CFDA 93.643 (Children's Justice Grants to States), with the most recent award tranche distributed October 1, 2024.
The program funds state-level policy and procedural changes designed to improve the assessment, investigation, and judicial handling of suspected child abuse and neglect cases—particularly child sexual abuse and exploitation—in ways that minimize additional trauma to child victims and protect their rights. States and territories use funding to reshape their responses to abuse and neglect across investigation, prosecution, and adjudication systems. Award periods run four years.
Grant awards have been steady over the past five years, averaging 53 awards annually. The program has distributed 1,354 awards since 1996, with $388 million in combined federal obligated dollars across the full portfolio. The assistance-type mix is predominantly Block Grants (59 percent of awards) with a substantial Formula Grant component (41 percent). Funding is concentrated within the Administration for Children and Families, which accounts for the vast majority of all awards and federal dollars obligated.
Representative recent awards from the October 2024 tranche include Illinois ($1.14 million), Texas ($1.51 million), New York ($815 thousand), Ohio ($1.09 million), and Virginia ($826 thousand). Award magnitudes typically fall in the $100 thousand to $1 million range per state, though variation is substantial. The most recent awards all carry a September 30, 2028 completion date.
The program operates on an annual application cycle. New applications are required each year, with application deadlines provided through Program Instructions issued to eligible entities. No appeal process exists for unsuccessful applications. Recipients are notified through a Notice of Award issued by the Administration for Children and Families, after which the Division of Payment Management establishes drawdown accounts.
