About this program
The Department of Health and Human Services Administration for Community Living distributes grants to states under CFDA 93.617 to make polling places accessible to individuals with disabilities and train election officials on disability access, with the most recent grant awards issued on October 1, 2010.
This program is inactive for practical purposes. The portfolio shows no grant awards issued after October 1, 2010—now 16 years in the past. While the program originated in 2002 and historically averaged around 50 to 109 awards annually through 2010, no current grant opportunities are posted. Pursuit is not recommended unless the program is formally reactivated with new solicitations.
The program funds state-level work to ensure polling place accessibility across the full range of disabilities—visual, hearing, mobility, emotional, and intellectual impairments. Specifically, grants support making physical polling facilities and their path of travel accessible; providing equal opportunity for privacy and independence in voting; training election officials and poll workers on disability access practices; and disseminating information about polling place accessibility. Awards are documented as formula grants to individual states, with representative 2010 awards ranging from $100 thousand to $1.27 million. Recent examples include Formula Grant 1103CAVOTE to California ($1.27 million), Formula Grant 1103PAVOTE to Pennsylvania ($452 thousand), and Formula Grant 1103ILVOTE to Illinois ($448 thousand), all obligated on October 1, 2010.
The assistance-type mix historically comprised 45 percent Project Grants, 34 percent Formula Grants, and 22 percent Block Grants across 486 total awards. The Administration for Community Living was the sole funding agency, obligating $95.8 million in combined federal dollars across the program's documented history. The pool of state recipients included all U.S. states and territories, with awards structured as annual formula distributions tied to the prior fiscal year's allocations.
