About this program
The Department of Health and Human Services Administration for Children and Families operated Assistance Listing 93.616 to fund mentoring programs serving children of incarcerated parents, but no funding has been provided since fiscal year 2011, and the most recent grant award was made on September 30, 2010.
The program supported the establishment and operation of mentoring services delivered through networks of public and private entities in areas with significant populations of children of prisoners. Recent awards funded one-to-one mentoring programs matching adult volunteers with children ages 4–18, including statewide initiatives and community-based efforts. Recipients included Big Brothers Big Sisters affiliates, Volunteers of America, and dedicated mentoring organizations operating in multiple states.
The portfolio comprises 993 total awards distributed predominantly as Project Grants (90 percent) with a smaller Block Grant component (10 percent). The Department of Health and Human Services Administration for Children and Families funded the entire program across its 993 awards, obligating $248.8 million in combined federal dollars. Award activity peaked in 2007 with 145 awards, declined sharply to 3 awards in 2008, then resumed at moderate volume (55–96 awards annually) through 2010. Recent awards ranged from $200,000 to $1.5 million, with several statewide projects receiving $1.5 million each—including mentoring initiatives in Michigan, Georgia, and multiple other states—and typical single-site programs receiving $200,000 to $550,000.
No grant opportunities have been posted recently. The program has been inactive since fiscal 2011 and is not currently accepting applications. Organizations pursuing mentoring funding for children of incarcerated parents should evaluate alternative current funding vehicles.
