About this program
The Department of Health and Human Services Administration for Children and Families funds state programs that facilitate noncustodial parent access and visitation under CFDA 93.597, with the most recent grant awards disbursed on October 1, 2025.
This program supports and facilitates noncustodial parents' access to and visitation of their children through mediation (both voluntary and mandatory), counseling, education, development of parenting plans, visitation enforcement including monitoring and supervision, and development of guidelines for visitation and alternative custody arrangements. States, the District of Columbia, Puerto Rico, the Virgin Islands, and Guam are eligible applicants.
The program has operated continuously since 1997, with consistent award activity: 54 to 56 awards per year over the past five years. Recent grants issued October 1, 2025 include Formula Grant 2601CASAVP to California ($870,651), Formula Grant 2602FLSAVP to Florida ($562,093), and Formula Grant 2602TXSAVP to Texas ($901,992). All recent awards run two-year cycles, with September 30, 2027 completion dates for the current cohort.
The program has obligated $261.8 million in combined federal dollars across 1,512 total awards since inception. The assistance-type mix is predominantly Formula Grants (745 awards, 49%) and Project Grants (717 awards, 47%), with a smaller share of Block Grants (50 awards, 3%). Awards range from the $100 thousand minimum allotment for smaller-population states to $901 thousand for high-population states, reflecting the statutory formula that allocates from a total pool of $10 million based on the proportion of children living with a single biological parent in each state.
No recent grant opportunities are currently posted for new applicants. This is a formula-driven program in which eligible states automatically receive allotments calculated by statute; extensions and continuations of existing grants are not available.
