About this program

The Department of Health and Human Services Centers for Medicare and Medicaid Services funds grants under CFDA 93.519 to support state consumer assistance and ombudsman programs, with the most recent grant awards made on September 26, 2014. This program is no longer active: award activity has ceased since 2014, and no grant opportunities are currently open.

The program provided funding for states to create or expand consumer assistance operations that help consumers file complaints and appeals, enroll in health coverage, and understand their rights and responsibilities under the Affordable Care Act. Funded programs also collected data on consumer inquiries and complaints to inform federal enforcement and marketplace oversight, and resolved problems with premium tax credits for Exchange coverage beginning in 2014. All grants were structured as 12-month Project Grants to states.

Combined federal dollars obligated across the program totaled $42.5 million across 95 awards spanning from October 2010 through September 2014. Funding was concentrated in the 2010–2012 period, when the program issued 40 and 43 awards respectively; award volume dropped to 12 grants in 2014 before ceasing. The Centers for Medicare and Medicaid Services issued virtually all 95 awards, representing 98.9 percent of total federal dollars obligated. Individual grant awards ranged from under $32 thousand to $4.37 million, with most 2014 awards clustering in the $350 thousand to $450 thousand range. Representative recent awards included the California Health Care Consumer Assistance Program ($386 thousand, awarded September 2014), the Office of the Health Care Advocate Consumer Assistance Project in Vermont ($442 thousand, September 2014), and the North Carolina Consumer Assistance Program ($1.19 million, awarded August 2012).

No recent grant opportunities are listed in the source material. This program appears to have sunset after the initial implementation phase of the ACA consumer assistance infrastructure concluded in 2014.
