About this program
The Department of Health and Human Services Health Resources and Services Administration funds personal and home care aide workforce development under CFDA 93.512, with the most recent grant award dated September 30, 2010—sixteen years ago.
The program is dormant. No grant awards have been disbursed since 2010, and no recent grant opportunities are posted. The funding history spans from 2003 to 2010, with nine total awards concentrating heavily in September 2010, when eight grants were issued. The program appears to have operated as a time-limited initiative under the Affordable Care Act rather than an ongoing annual solicitation.
The program funds demonstration projects and infrastructure grants to develop and strengthen personal and home care aide training and certification programs. Eligible applicants include state entities and state-based organizations. The grants support core competency training and certification frameworks that prepare individuals for employment as personal and home care aides in home healthcare services, residential care facilities, and private households. The intent is to build the direct-care workforce and expand training capacity.
The assistance-type mix is predominantly Project Grants (89 percent of awards) with one Block Grant (11 percent). The Department of Health and Human Services Health Resources and Services Administration provided all nine awards totaling $12.9 million in federal dollars obligated. Recent awards from the September 2010 cohort ranged from approximately $1.94 million to $2.25 million per Project Grant, with typical project periods of three to four years. The single Block Grant, awarded in September 2003 for a breast cancer risk reduction initiative focused on Black women, obligated $131,301.
Pursuit is not viable under current conditions. Without posted opportunities, recent grant activity, or evidence of program reinstatement since 2010, this program does not present an active funding avenue.
Objective and description
- Objective
To train individuals as qualified personal and home care aides to provide care in complex environments such as home healthcare services, residential care facilities, and private households. Grants will be made to state entities to conduct demonstration projects for purposes of developing core training competencies and certification programs for personal and home care aides. Infrastructure training grants are awarded to eligible applicant organizations for projects to strengthen and enhance the capacity of personal and home care aide training programs. This will enable individuals to enter into a personal and/or home care aide position, thus strengthening the direct-care worker workforce.
