About this program

The Department of Health and Human Services Administration for Community Living funds the Assistive Technology Alternative Financing Program (CFDA 93.469) to support establishment and expansion of alternative financing programs that enable individuals with disabilities to obtain assistive technology devices and services, with the next application due July 22, 2026.

The program has operated since 2018, with 11 awards totaling 6.5 million dollars in federal obligations distributed between 2018 and 2020. Award activity averaged roughly three to four awards per year during that period. The most recent grant awards were issued September 1, 2020, making this program inactive in the award pipeline for six years. However, a current opportunity is open under solicitation HHS-2026-ACL-CIP-ATTF-0067, posted September 5, 2025, with applications due July 22, 2026.

Funded activities center on low-interest loan funds, interest buy-down programs, revolving loan funds, loan guarantee programs, and insurance programs that finance the full array of assistive technology devices and services for individuals with disabilities of any age. Successful programs emphasize consumer choice and control, incorporate credit-building activities including financial education, and ensure access regardless of disability type, health condition, age, income level, or residence. Representative recent awards include the Texas Technology Access Program Alternative Financing Program ($699,999 awarded September 2020), the Montana Assistive Technology Loan Program ($657,686 awarded September 2020), and Nebraska's Rural Reach Assistive Technology Financing Program ($487,116 awarded September 2019).

All 11 awards in the portfolio are Project Grants, with individual award values ranging from approximately $300,000 to $700,000. The sole funding agency is the Administration for Community Living, which accounts for 100 percent of all awards and obligated federal dollars.

Eligible applicants include state governments, federally recognized and non-federally recognized tribal governments and organizations, 501(c)(3) nonprofits, non-501(c)(3) nonprofits, and public higher education institutions. Awards fund one-year project periods with the possibility of no-cost extension. The Secretary of Health and Human Services determines awards based on proposed intervention, special target populations, problem statement, project personnel, organizational capacity, project management, evaluation, budget, and assurances.
